during the Consultation Session on the Proposed Constitutional Reforms.

Beloved Dr. Gustavo Porras, President of the National Assembly;
Members of the Executive Board;
Members of the Constitutional Commission of the National Assembly;
Compañeras and Compañeros Deputies of the National Assembly present;
Compañera Brenda Rocha, President Magistrate of the Supreme Electoral Council;
Dr. Wendy Morales, Attorney General of Justice;
María Elieth Esquivel Tinoco, Comptroller General of the Republic;
Compañeras and Compañeros Magistrates of the CSJ.
A greeting also to the officials who are accompanying us in person from the Supreme Court of Justice, the Supreme Electoral Council and the Attorney General's Office. Also a greeting to the almost two thousand compañeros and compañeras of the Judicial System who are connected on line, and who in addition to listening and watching this presentation, decisively agree with and support this proposal for partial reform to the Political Constitution of the Republic of Nicaragua.
We thank Dr. Gustavo Porras for his extensive and detailed presentation on the proposal for partial reform to the Political Constitution of the Republic of Nicaragua, as well as for giving us the opportunity to participate in this historic Consultation Process.
This space for dialogue and participation allows us to get to know directly the content, scope and foundations of the proposed reform, as well as contribute from our respective institutional responsibilities.
The reform also acquires special legitimacy due to the extensive consultation process developed with the different sectors of Nicaraguan society. As an expression of popular protagonism, workers, peasants, transporters, businessmen, entrepreneurs, local governments, indigenous peoples and Afro-descendants, among others, and of course, the Youth, the Youth of all times, have participated.
The Judicial System expresses its full and firm support for the Constitutional Reforms, promoted in the exercise of the sovereign and inalienable right of the Nicaraguan people to freely decide their fate. We reaffirm that our electoral processes correspond to the people and must be carried out in accordance with the Political Constitution, free from any interference or subordination to foreign interests.
The reform constitutes an act defending democracy, because democracy transcends the periodic exercise of the vote and is expressed in the conscious participation of the people and in the ability of the State to define, in accordance with its Political Constitution, the times, forms and organization of its electoral processes, based on the Common Good and the Self-determination of a Lawful Revolutionary State.
We support the reforms because Nicaragua is and has proven to be a secure country, preserving over time conditions of tranquility and stability for the People, the family and the community. Giving continuity to this process means protecting what has been achieved, continuing to make progress and consolidating lasting Peace.
We support these reforms because Nicaragua demands a democracy built from its own historical, political and social reality, where our democracy is demonstrated in concrete results. Working, studying, producing, mobilizing and fully exercising rights are achievements achieved and strengthened by our revolutionary process, translating into better living conditions and greater opportunities for our people.
In order to guarantee that the popular will is expressed freely and without conditioning or external influences, it is necessary to confront and curb disinformation from abroad that seeks to influence internal affairs and generate conditions of destabilization.
This defense extends to cyberspace today. The digital transformation requires strengthening cybersecurity and digital sovereignty, against information manipulation as well as the misuse of data and technologies for the purposes of political influence, thus protecting our electoral processes from external interference.
In this scenario, artificial intelligence and algorithmic segmentation represent new challenges, facilitating influence over public opinion and electoral behavior, posing new challenges for the protection of the sovereignty of democratic processes and the free formation of the will of the electorate.
The proposed reforms announced by Commander Daniel Ortega on July 19th 2026 is presented as part of the Plan “Nicaragua Triumphs in Peace and Unity” aimed at strengthening the constitutional and institutional foundations of our Lawful Revolutionary State.
Nicaragua has constitutionally developed a Lawful Revolutionary State based on legality, direct democracy, popular participation and social rights: a democracy of the People President, in which the People are the protagonists of the fundamental decisions, all Nicaraguans are President.
Our history records episodes of foreign intervention, military occupation, pressures and economic conditioning. This historical memory forces us to perfect the electoral system and block, close off any possibility whereby foreign interests may try to affect decisions that correspond exclusively to Nicaraguans.
There will be free, orderly and sovereign elections in Nicaragua; but those who have incurred constitutional or legal grounds which prevent their participation, will not be able to take part. Those who have requested foreign intervention, violated the constitutional order, undermined the country’s independence and sovereignty, or attacked the security, peace and stability of Nicaragua, will not be able to participate in the electoral processes.
Precisely for this reason, it is necessary that these reforms enjoy the maximum constitutional protection. Our Patriotic Nation is defended steadfastly and also with legal certainty, by means of clear rules that protect the constitutional order and guarantee that the exercise of public power remains at the service of the People.
From the perspective of the judicial system, these Constitutional Reforms contribute to strengthening our model of a Revolutionary State based on the rule of law. Article 138 of the Political Constitution establishes that Justice is a right of the People and is administered in their name and by their delegation. This mandate reaffirms our duty to administer Justice in accordance with the Constitution and in the service of the highest interests of the People.
CONCLUSIONS
We support this partial reform of the Political Constitution, in each and every one of its points, since they represent the historical continuity of the struggles, sacrifices and conquests of the Nicaraguan people.
We support the constitutional incorporation of the principle reaffirming that no foreign legislation can be imposed on Nicaragua’s legal order. No foreign provision can replace our Political Constitution, nor produce effects by the sole will of others or another State.
Decisions about Nicaragua are taken in Nicaragua, because preserving our Peace and our Self-determination is an inalienable right, conquered throughout a history that has cost our People blood, pain and sacrifice.
We support the extension of the constitutional period between elections to seven years, because it allows more time to plan, execute and complete the country's major projects. Roads, Hospitals, Schools, Social Programs and Development Works require continuity so as to become concrete results.
A longer period allows to consolidate what has been started, make any necessary adjustments and devote more time to public management: more time to develop the country, generating opportunities and turning all the work being done into visible results for the People.
This process of partial reform to the Constitution should pay tribute to the General Augusto C. Sandino, Father of National Dignity and General of Free Women and Men, whose legacy teaches that independence is not negotiable, that national sovereignty is an inalienable right of our People and that the Patriotic Nation must be defended.
Also in tribute to Carlos Fonseca Amador, whom our Magna Carta honors and presents as the leading protagonist of Sandino's legacy, as founder of the Sandinista National Liberation Front and Leader of the Sandinista Popular Revolution.
We support the reforms, too, in tribute to our Heroes and Martyrs, who shed their blood to make possible a free, dignified and sovereign Nicaragua; in memory of Rubén Darío, who gave voice to the dignity of our identity; and in homage to all the women and men who made possible the triumph of the Sandinista Popular Revolution, and the historic deeds that forged the combative character of the Nicaraguan people.
On this occasion, we must renew our commitment to the Christian, Socialist and Solidarity Principles that inspire our National Project. Today, we must remember the Heroic Deed of Pancasán and so many other struggles where the revolutionary consciousness of our People was forged and who have never renounced their right to live in Peace, with Dignity and in full Sovereignty. These are our roots, our origins and the moral force that continues to guide the present and to project the future of Nicaragua.
With the same historical spirit, we move towards the approval of this partial reform of the Political Constitution, as an expression of continuity and commitment to our history. A Nation sheltered by our flags and symbols uniting identity, memory and struggle with the legacy of those who made possible the Nicaragua of today.
This convergence of symbols, history and commitment expresses the will of a People who honor their past while continuing to build, based on the Political Constitution, a future of stability, peace, social justice and sovereignty.
It is also up to the Youth of all times to take on this task. Youth is not only the heir of history: it is responsible for renewing it, studying it and turning it into the future.
We support these reforms because we believe that Sovereignty is defended by strengthening the Constitution, consolidating our institutions and protecting the right of Nicaragua’s People to decide the fate of their State without external pressures or interference.
As our history has shown, in Nicaragua we do not sell out, nor do we surrender, ever. We are a combative and victorious people, heir of generations of forebears who confronted intervention, injustice and poverty with courage, conviction and hope.
We reaffirm our support and accompaniment to the leadership of Comandante Daniel and Compañera Rosario, for their steadfast leadership of the revolutionary process and for their commitment to Peace, Stability and the Well-being of all Nicaragua’s families.
This leadership also finds expression in the State model enshrined in Article 117 of our Political Constitution, which establishes that the Presidency of the Republic exercises the Leadership of the State and the Government, reaffirming the fundamental principle that power resides with the People, guiding the conduct of the State in the service of the supreme interests of the People President.
