STATEMENT BY NICARAGUA AT THE SECOND
MEETING OF INTERGOVERNMENTAL NEGOTIATIONS
FOR THE REFORM OF THE UNITED NATIONS SECURITY COUNCIL - 2023

Gentlemen Co-Chairmen,
Nicaragua, as we have expressed on several occasions, advocates for a necessary and mandatory transformation, a true refounding of the entire United Nations System and its Bodies, under the Principle of Multipolarity, to act in benefit of developing countries.
It is well known that the United Nations is losing validity on a daily basis, regarding its responsibilities to promote development and the defense of the Sovereignty and Independence of the Member States, especially of the developing countries, and it has not lived up to its mandates with regard to the fulfillment of important and numerous resolutions adopted in its respective Bodies.
Immense solidarity and greater political will are required for the United Nations to truly contribute comprehensively to a multipolar world, to a true Multilateralism, in order to defend the interests of the countries most affected by the imperialist and neocolonialist policies, especially in the case of small countries.
Reforms to the security council cannot be carried out because the United Nations has become an instrument of the hegemonic and aggressive policy of US imperialism in the world.
We recall, for example, how the International Court of Justice condemned the United States and demanded compensation to Nicaragua for the warmongering actions and the deaths derived from those actions, during the terrorist war unleashed against our country in the 1980´s; and the United States not only has not complied, but rather, the United Nations has not demanded the essential compliance with that historic condemnatory ruling.
We remember, among many other inadmissible things, the unusual refusal of the Imperialists of the Earth, to listen to the general clamor of the Nations of the World, expressed in the UN General Assembly, calling for the cessation of the criminal Blockade against Cuba, yet we have not seen forceful actions on behalf of the United Nations to enforce its Resolutions, which are Mandates of the Peoples and Countries.
The United Nations suffers a drift from its mission and an increasing decadence, without the capacity to serve all the countries and peoples of the world, having abjectly surrendered itself to defend the imperialist interests and aggressions, obedient and submissive to North American imperialism.
We recognize and appreciate that China and Russia, in their capacity as Permanent Members of the Council, have exercised a prudent and responsible attitude regarding the use of the right of veto, thus contributing to International Peace and Security, and especially, to the interests of the great majority of our developing countries.
