MESSAGE FROM THE GOVERNMENT OF RECONCILIATION AND NATIONAL UNITY
AT THE XXVIII MEETING OF HEADS OF STATE AND GOVERNMENT OF IBERO-AMERICA

Excellency Luis Abinader, President of the Dominican Republic and Pro Tempore Presidency of the Ibero-American Conference;
Ladies and Gentlemen, Presidents, Ministers of Foreign Affairs, Delegates of the Ibero-American Countries;
Mr. Andrés Allamand, Ibero-American Secretary General;
Representatives of Associated Observer Countries and Consultative Observer organizations,
1. From our Nicaragua, Blessed, Free, Sovereign, Independent, Motherland of General Sandino and our Universal Poet Rubén Darío, we transmit the Fraternal Greetings of Comandante Daniel Ortega, President of the Republic of Nicaragua and Vice President Rosario Murillo.
2. The theme of this XXVIII Meeting of Heads of State and Government of the Ibero-American Community, "Together for a Just and Sustainable Ibero-America," represents the genuine aspirations of our Peoples who share a common history, common languages and cultures, and a deep desire to live and advance in Peace, Justice and Wellbeing.
3. These long-awaited goals are threatened by the actions of certain countries that still maintain imperial ambitions and that constantly superimpose their hegemonic interests above the priorities of the Human Community, inciting wars, blockades, sanctions and defamatory campaigns, contrary to International Law, the Charter of the United Nations and the most basic principles that should guide the relations of mutual respect, solidarity, dialogue and cooperation between States.
4. Faced with this declining hegemonism, the world is advancing rapidly towards Multipolarism, with the emergence of regional powers and the consolidation of the positions of developing countries on issues that should guide the agenda of the international community, such as the climate crisis, food and energy.
5. We observe how developing countries defend their national interests, including their Right to establish their own model of political, social, economic and cultural advancement, in full exercise of their National Sovereignty and Independence, without interference or interventionism.
6. The Just, necessary and irreversible transformations towards a Multipolar World Order are based on the principles of mutual respect; non-discrimination; absolute equality between States, regardless of geographic or population size, military or economic power; and it is also based on universal values such as Peace, Development, Equality, Justice, Democracy and Freedom; always prioritizing negotiation, harmony and mutually beneficial cooperation, above conflict, aggression and unilateral measures or sanctions that make it incoherent and difficult to advance together in a fair and sustainable Ibero-America.
7. Humanity is creating the conditions to break with imperial hegemony, which for so long has subjected the planet and the majority of the human population to war, environmental collapse, destruction, instability, poverty and hunger.
8. In the same spirit, with its Own voice, with identity, dignity and shared values, the Ibero-American Community must move towards greater integration, rejecting and denouncing the vestiges of colonialism, such as the criminal economic, commercial and financial blockade imposed by more than sixty years on the Sister Republic of Cuba and its unjustified inclusion in the list of State sponsors of terrorism, from which it should be excluded.
9. We also reject the imposition of illegal, coercive and unilateral measures imposed against Venezuela and Nicaragua and many other brotherly countries of the World and the occupation of the Malvinas Islands.
10. Likewise, we must continue supporting the Right of Puerto Rico to fully exercise its Self-Determination, National Sovereignty, and Independence, recognizing the efforts made and the resolutions adopted by the United Nations Special Committee on Decolonization.
11. The Ibero-American Community must redouble cooperation efforts in energy, food and health security; as well as in the transformation of the international financial architecture, which would enable our countries to address challenges such as the climate crisis, the fight against poverty, drug trafficking and organized crime, and indebtedness, aggravated by the COVID19 pandemic.
12. Likewise, it is essential to guarantee the effective exercise of the Rights of Indigenous and Afro-descendant Peoples, recognizing their contributions to the development of our societies and valuing their worldviews, beliefs, knowledge and best practices.
13. In this XXVIII Meeting of Ibero-American Heads of State and Government, we have discussed the Political Declaration of Santo Domingo and 16 Special Communiqués; the Ibero-American Environmental Charter; the Ibero-American Charter of Principles and Rights in Digital Environments; the Critical Path to Achieve Inclusive and Sustainable Food Security in Ibero-America and the new Four-Year Action Plan for Ibero-American Cooperation (2023-2026); which as a whole reflect an ambitious vision of Peace, Integration, Justice and Sustainable Development for the Peoples and Countries of the Ibero-American Community, which we support to the extent of its coherence with the Nicaraguan Institutionality.
14. We congratulate President Luis Abinader and his government for their commendable leadership of the Ibero-American Community and we appreciate the always kind hospitality of the Dominican People and Government.
15. We wish Ecuador the best of success during its Pro Tempore Presidency of the Ibero-American Community, in this next period.
16. May Justice, Peace, Cooperation, Stability and mutual respect between States, Peoples and Governments, without interference in internal affairs and respecting International Law, be the route and behavior of the Ibero-American Community in a New International Order, Multipolar, in peaceful coexistence, progress and Inclusive and Sustainable Development.
