Nicaragua's position at the extraordinary meeting of SICA foreign ministers

RECONCILIATION AND NATIONAL UNITY IN THE VIRTUAL
EXTRAORDINARY MEETING OF THE COUNCIL OF MINISTERS
OF FOREIGN AFFAIRS OF THE CENTRAL AMERICAN
INTEGRATION SYSTEM (SICA)

Dear Ministers of Foreign Affairs of SICA Member Countries. We convey to you the cordial greetings of the Presidency of the Republic of Nicaragua.
 
1. Given the proposals by the Republic of Costa Rica and Guatemala, we reaffirm that the Russian Federation was admitted as an observer to SICA by Agreement of the Council of Ministers of Foreign Affairs of 13th December, 2018. Said Agreement is in effect.

2. The Russian Federation was admitted by consensus of the Council of Ministers of Foreign Affairs (CMRE) taking into account compliance with the requirements established in the Tegucigalpa Protocol, referring to the objectives and purposes of the system. Likewise, with the requirements indicated by the Regulations for the Admission of Observers to SICA and based on the request of the Russian Federation of 26th March, 2015 to be an Observer to SICA, expressing its willingness to advance in the strengthening of multifaceted ties, as well as support in the region's integration processes.

3. Costa Rica and Guatemala propose that the SG-SICA postpone the process of formalizing the agreement for the admission of Russia as an Observer State before SICA.

4. The Regulations for the Admission of Observers to SICA do not contemplate the suspension of a process to formalize the agreement with a State that has already been admitted as an observer. Consequently, the intention put forward by Costa Rica and Guatemala is inappropriate, it has no place, it is unacceptable.

5. The decisions of the Council are binding. The Russia-Ukraine subject is an issue that is off the regional agenda. It can be a matter of bilateral relations of the States, it has no place as a topic of discussion of SICA.

6. The approach of Costa Rica and Guatemala intends to de facto nullify a legally adopted Agreement, breaking the consensus to materialize said Agreement, approved by the SICA countries, with the established formalities and procedures.

7. Nicaragua's position is that the Secretary General of SICA must comply with and carry out the decisions of the Presidents and the Council of Ministers of Foreign Affairs, giving continuity and completing the signing process for the full participation of Russia as an Observer, complying with Agreement 03-2018 of the Council of Ministers of Foreign Affairs.

8. President Daniel Ortega, in his message delivered in a meeting with the Delegation of the Chinese Agency for International Development Cooperation (CIDCA), on Saturday, 15 April, two days ago, stated that we made it clear that the incorporation of the Russian Federation as an Observer in SICA, is a decision already made and which cannot be reversed; what should be reversed is the presence of Taiwan in SICA, since it has no reason to exist because it is a Yankee military base, with a government imposed by the gringos and which is embedded within a system of association of independent, autonomous States of the Central American region. It is absurd that where there are a majority of countries that have relations with the People's Republic of China, Taiwan remains in SICA, which is only recognized by two countries, and on the other hand, they want to block the integration of nations like Russia that has relations with all of Central America. There is no alternative and we make it clear to Guatemala and Belize, SICA cannot continue admitting Taiwan into its System; the Yankee military base called Taiwan has to be withdrawn, expelled from SICA, and we welcome the People's Republic of China, which, having a majority of countries with Diplomatic relations, becomes an important ally and Observer Member of the SICA countries of SICA.

9. This is the position expressed by the Comrade President of Nicaragua Comandante Daniel Ortega Saavedra and we ask the General Secretariat of SICA to record it in the Minutes of the Meeting, to ensure continuity in accordance with the procedures established in SICA and the clear position of our Government.
