Message of Nicaragua in the UN Security Council

MESSAGE OF NICARAGUA
IN THE UNITED NATIONS SECURITY COUNCIL, NEW YORK

April 18th, 2024

Madam President,

1. Nicaragua associates itself with the statements made by the delegation of Uganda on behalf of the Non-Aligned Movement and by Senegal on behalf of the Committee on the Exercise of the Inalienable Rights of the Palestinian People.

2. For more than 75 years, before the eyes of the world, a constant genocide has been perpetrated against the Palestinian People. The International Community is witnessing the continuation of this permanent catastrophe, in the last six months Israel has continued to violate not only the Genocide Convention but also all international law and international humanitarian law.

3. To date, out of a population of approximately 2.3 million people, almost 34,000 Palestinians have been killed in Gaza and more than 76,500 have been injured, which adds up to more than one hundred and ten thousand people killed, injured or missing, two thirds of this population being women and children, but these painful deaths do not remain static, they increase day by day.

4. The Security Council has been unable to fulfill its mandate in favor of International Peace and Security, due to the obstruction and complicity of the United States in this barbarism that has plagued the Palestinian People for decades, manipulating the decisions of this Council at its convenience and pressing for the non-implementation of a permanent ceasefire, as well as a just and lasting solution to the Palestinian situation.

5. The Government and People of Nicaragua strongly denounce and condemn the atrocities committed against the Palestinian people in Gaza, the West Bank and all the Occupied Palestinian Territories.

6. The execution of all these military actions with the military support of the United States and European countries can readily be interpreted as an effort to disappear the Palestinian people.

Madam President,

7. The announcements of several governments on the suspension of funding to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) contributes to the collective punishment of millions of Palestinians since they will be condemned to starvation, famine and disease.

8. Nicaragua, with a long history of working for the peaceful settlement of disputes and the use of international law, in fraternal support of the Palestinian People, has submitted applications to the International Court of Justice for violations of the Convention on the Prevention and Punishment of the Crime of Genocide and other instruments and principles of international law, in relation to the Occupied Palestinian Territory, in particular the Gaza Strip, and also to demand full respect for these instruments governing international law.

Madam President,

9. Peace must prevail at all costs and above all things, to make way for the only just and true solution. The State of Palestine must be recognized as a Full Member Nation and the current circumstances confirm, now more than ever, the urgency of convening an International Conference on Palestine.

10. Everyone here knows very well, the Security Council cannot postpone its pending historical responsibility any longer, it must allow once and for all the Freedom of the Palestinian People and the full realization of the State of Palestine.

11. Because we are fervent believers in Divine Justice, in human conscience, in solidarity with oppressed peoples, we have the absolute conviction that the Palestinian People will emerge victorious in their heroic struggle to bring about their Free, Sovereign, Independent State of Palestine, under Self-determination, in accordance with the 1967 borders and with East Jerusalem as its Capital.

12. We demand Peace and Security in the Middle East, for which an immediate resolution is required, resolving the Question of Palestine, ending the Occupation of all the Territories usurped by Israel, so as to bring about the exercise of the inalienable rights of the Palestinian People, based on two States, Israel and Palestine both existing on an equal footing, with Peace and Security, that is the transcendent crux of the matter, for a just and lasting Peace, as recent events in the region confirm.

13. Palestine should not be the exception, it is inappropriate, there is no moral, ethical, legal, human justification that justifies the obstinacy in continuing to obstruct and deny by perpetuating the abuse of the Veto, the just application of the State of Palestine to become a full member of the United Nations, more than two thirds of the UN membership supports and officially recognizes the State of Palestine. The people demand it too. Every day more and more millions of people around the world take to the streets demanding a ceasefire, an end to genocide, the freedom of Palestine.

14. This dehumanizing tragedy seems to have no limits, and the Security Council is historically responsible for it. It is time for the United States and the European countries to think again, to listen to the voices of all humanity crying out for Peace and Justice, and to reflect, to put an end to their unjustifiable policies of denial and exclusion of the inalienable rights of the Palestinian People and for the sake of Peace and Life itself, to accept and recognize in this Security Council the implementation of the State of Palestine.

15. These countries bear the historical responsibility to past, present and future generations for the consequences of the suffering of the Palestinian people.
