Rosario Reads Presidential Agreement No. 169-2025

Good afternoon, Compañeras, Compañeros, and many congratulations on this new Anniversary of Struggles and Victories.

The Presidency of the Republic of Nicaragua, exercising its powers, considers :

1. That Article 120 of the Political Constitution of the Republic of Nicaragua establishes that the Presidency of the Republic is the Supreme Head of the Ministry of the Interior and in accordance with Article 125, Paragraph 10, that it is the responsibility of the Presidency of the Republic to award the Ranks of Commissioners and Commissioners General.

2. That the Minister of the Interior of the Republic of Nicaragua, Compañera María Amelia Coronel Kinloch, on the basis of Article 2 of Law No. 1183, which establishes the Hierarchy of Ranks in the General Directorates of the Ministry of the Interior; by Ministerial Agreement No. 12-2025, of October 16th 2025, proposed to the Presidency of the Republic Promotions to the Rank of Commissioners and Commissioners General, so as to strengthen the Institutional Command of the Ministry of the Interior.

3. The Presidency of the Republic recognizing the merits of the Compañeros and Compañeras members of our Ministry of the Interior, loyal, firm and outstanding in the service to our People, who work serving with selflessness and commitment Nicaragua’s Families and Citizens and the Citizens of other nationalities, guaranteeing citizen security.

Therefore, in use of the powers conferred by the Political Constitution and Law No. 1183, which establishes the Hierarchy of Ranks in the General Directorates of the Ministry of the Interior. Agree :

Article 1. To Promote to the Rank of General Commissioners to the Compañeras and Compañeros :

Article 2 states that this Agreement must be communicated to the promoted General Commissioners and to all the Authorities which are required to know them for their legal effects.

Article 3. This Agreement takes effect as of this date, and is published in La Gaceta, Official Journal.

As given in Managua, in the House of Government of Our Blessed Nicaragua, on October 17th 2025.

Today is November 8th and we are also honoring our Comandante Carlos with these Promotions.

We commemorate the 49th Anniversary of the Transition to Immortality, of the Commander in Chief of the Sandinista Popular Revolution, Carlos Fonseca Amador, our symbol of dignity and commitment to the Freedom of the People and with pride and humility, we also commemorate the 46th Anniversary of the Founding of our Ministry of the Interior.

With the famous phrase of Commander Carlos Fonseca: “And also, teach them to read!”, we can sum up a little, the greatness of his being. I make ours the words of Co-President Comandante Daniel Ortega, Supreme Head of the Ministry of the Interior: ”On November 8th 1976, Carlos gave his life, but he also gave his words, his ideology, his example, which was inherited by the Sandinista National Liberation Front, until it achieved victory in 1979.”

We honor and remember the heroism of the Sandinista fighters, revolutionary brothers and sisters, who offered their blood and united the People with the same goal: to take up the Red and Black Flag, to rescue the Blue and White Flag of the Patriotic Nation of Sandino, Zeledón, Darío, Diriangén, Nicarao, Adiac, Carlos, Tomás.

We are celebrating 46 years, together with Our People, Our Founders, headed by Comandante Tomás Borge and guided by you Co-Presidents, Comandante Daniel and Compañera Rosario, to continue making Revolution, defending it and fulfilling our tasks, with ommitment and dedication.

With Fervor, Loyalty and Love for the Nation, we have contributed to guaranteeing Citizen Sovereignty and Security by providing 7,791,339 services to Nicaraguan and other nationalities' families.

In the Penitentiary System, we promote self-improvement through studies including Literacy, Primary and Secondary Education, technical and university courses to more than 10,020 prisoners, health care events, cultural and sports activities and especially family unity; granting 11,021 legal permissions for home detention.

We have built 61 spaces for holding virtual court hearings nationwide so as to contribute to the streamlining of judicial processes, strengthen security and reduce the risks incurred in the physical transfer of prisoners.

Health care days for prisoners have included 855 general and ophthalmic surgeries, 9,655 and digital X-rays for the early detection of tuberculosis cases. Together with our Ministry of Health, the Vaccination Campaign “Health and Well-being in Prisons” has vaccinated against influenza, tetanus, pneumococcal infections, yellow fever, rubella, measles and Covid-19.

Our United Firefighters continue to guarantee, from 231 fire stations, the protection of the life and material goods of Nicaragua’s families and those of other nationalities. In El Castillo, Río San Juan, the first Aquatic Firefighting Unit has been inaugurated, which includes a boat to put out fires from the riverbank to the community and we will close the year 2025 with 234 stations, achieving complete coverage of the national territory.

Together with our National Police, 207,291 preventive visits were made to homes, providing recommendations to prevent fires.

Agreements were signed with the fraternal governments of Belarus and the People's Republic of China for the purchase of fire fighting trucks with specialized equipment.

As regards Migration and Foreign Visitors, via 32 immigration processing offices and the country’s 26 border posts, we contribute to ensuring sovereign security, through orderly, regulated and safe migration.

We have brought services closer to the population with the inaugurations of the offices of the Leymus Border Post in the Autonomous Region of the North Caribbean Coast, in the Castillo-Río San Juan and Sertrami de Nandaime.

Our Compañeras and Compañeros are in constant technical, academic and continuous preparation to guarantee better service; our Fire Fighter Compañeras and Compañeros have trained in Russia, Germany, China, Panama, Costa Rica, Spain, Tanzania, Colombia, Ecuador and Pakistan in fire prevention and extinguishing, search and rescue, pre-hospital care, and incidents with hazardous materials.

Our recognition to sister countries of Russia, China, Belarus and the sister organizations United Firefighters Without Borders of Spain, Firefighters around the World of Spain, Wisconsin/Nicaragua Partners of the Americas, the Confederation of Central American Isthmus Fire Departments and Hamburg Firefighters of Germany, who have provided us with technical support, cooperation and training, contributing in our efforts to improve the service to our population.

We congratulate the 6 Compañeros and Compañeras promoted to General Commissioners, the 1,072 Compañeros and Compañeras who will be promoted to various ranks throughout the Country, the Compañeras and Compañeros of the representative blocs of the Ministry of the Interior and also our recognition of our Families, to whom we owe our institutional merit.

Our gratitude to our brothers and sisters of the National Police, the Nicaraguan Army and Institutions with whom we work in a united, cohesive way to guarantee Peace, Tranquility, Progress and defeat the enemy’s constant siege. As my grandfather, José Coronel Urtecho, wrote “The past will never return," since we will not allow even a tiny movement that seeks to snatch away all the Victories we have achieved, thanks to our good Government.

We thank you Comandante Daniel and Compañera Rosario, Co-Presidents of the Republic and Supreme Head of the Ministry of the Interior, for your sustained support to strengthen our service capabilities, for the benefit of our People.

We ratify our Loyalty to our Supreme Leadership, to the Political Constitution of Nicaragua and to the Patriotic Nation of Sandino; we renew our commitment to continue working in unity, cohesion and discipline, to strengthen Peace, Sovereignty and Security in our people.

Good evening, Nicaraguan Brothers and Sisters, Families of this Land who have always defended the Dignity, Sovereignty, of our Patriotic Nation.

Compañera Rosario Murillo, Co-President of Nicaragua; Army General Julio César Avilés Castillo, Chief of the Armed Forces of the Nicaraguan Army; Compañero Gustavo Porras, President of the National Assembly of Nicaragua; First Commissioner General Francisco Díaz, Chief of Nicaragua’s Police Forces; Commissioner General Victoriano Ruiz, Chief of Nicaragua’s Police Forces.

General Colonel Bayardo Rodríguez, Chief of the General Staff of the Nicaraguan Army; General Colonel Marvin Corrales, Inspector General of the Nicaraguan Army; Comrade María Amelia Coronel, Minister of the Interior.

Compañero Qu Yuhui, Ambassador of the People's Republic of China, recently arrived in our Country, as appointed Ambassador by the People, the Government, and the Party of the People's Republic of China, and we welcome you now we are at this 46th Anniversary Event.

Compañero Karla Salinas, Deputy Minister of the Interior; Commissioner General Luis Cañas, who has a lot of work, this is the Compañero who does not sleep, always alert and always fulfilling his duties.

Today we are commemorating this Anniversary and commemorating, at the same time, the 49th Anniversary of the Transition to Immortality of Commander Carlos Fonseca, who, as Tomás rightly said, “is of those who have gone but who never die,” and here he is present among us, Carlos.

The Ministry of the Interior is an achievement of the Revolution and the Revolution is an achievement of the Nicaraguan People, wherein the strengthening of the Sandinista National Liberation Front, the militancy of Commander Carlos, was decisive for its emancipation.

Carlos, Tomás, both from Matagalpa, the two of them, Carlos and Tomás, for Carlos and Tomás are really founders of the Sandinista Front, and it was up to them, along with other Compañeros and Compañeras, to define the name that the guerrilla struggle they had already started in Raití and Bocay, and which they had started as the National Liberation Front, would take.

After that experience, in Raití and Bocay, where several founding brothers of the Sandinista Front fell in action, it was debated whether or not the Front would continue to be called the Liberation Front, and Carlos added "Sandinista". Because, as Carlos said, we are the heirs, the continuation of the Struggle of General Sandino; thus, simply Liberation Front is not enough, but rather the Sandinista National Liberation Front.

At that moment the Sandinista Front was born and the Heroic Struggle of the Youth, of the People, multiplied over the years, and practically on the eve of the Triumph our Brother Carlos fell in combat there in the mountains, when the concept prevailed that guerrilla detachments would have to be organized and formed from the mountains and would then go down to liberate the Cities.

Carlos was heading towards the central encampment which had already been decimated by the genocidal Somoza Guard, he was marching towards the central encampment. Why? Because there had been a division in the Front, there was division, some Comrades simply did not recognize Carlos' leadership, and two other groups of compañeros and compañeras were engaging in the discussion, in the dialogue, in the meetings. What for? So that the Front would be unified and not continue fighting the battle, divided.

And that is a fundamental principle, Unity makes peoples powerful, it makes young people powerful, it makes Families powerful, and division simply destroys.

After the fall in combat of our Brother Carlos, that same day other Compañeros fell in combat there, three Comrades fell in combat and in the struggle for Unity.

In the end, it was possible to decide, through practice, through action, that the Struggle had to be waged by the People, that the People could not simply be waiting for the guerrilla detachments to come down from the mountain to liberate them; rather the People had to form their own detachments, under the leadership, under the coordination of the Sandinista Front, to start fighting in the municipalities, in the villages, throughout the country.

That's where Unity came to be formed, in action, and it was the Insurrection, an Insurrection forged from one combat to the next, attacking the Barracks of the National Guard, recovering weapons, distributing those weapons among the People, and the People organized to continue the combat in the neighborhoods, and the People, after the combat, retreated right there in the neighborhoods, and then went on to fight.

That's how the Insurrection began. The Insurrection began in October 1977, and then in July '79, that is, practically two years later, we achieved victory, on July 19th 1979.

I remember that Comandante Carlos participated, when he was in Cuba, he participated in the discussions that were being held, the exchanges that were being held, about giving continuity to the modality of struggle that we had then, or moving to what was to be an insurrectional struggle, and in the end Unity triumphed, in the end Carlos triumphed, in the end Tomás triumphed, Tomás, Founder of the Ministry of the Interior.

Tomás was a little older than Carlos, and Tomás was arrested there in Matagalpa, he was captured, and Carlos campaigned in the town for Tomás' freedom. It was Loyalty and Solidarity, which are fundamental elements for a Revolutionary Project to be able to make its way.

And today, Nicaraguan Brothers and Sisters, Nicaraguan families, we are seeing the results of the Cohesion, of the Unity of the People; of the Cohesion and Unity of our Families; of the Cohesion and Unity of our Youth; of the Cohesion and Unity of our Workers; of the Cohesion and Unity of the Combatants of our Ministry of the Interior; of the Cohesion and Unity of our Nicaraguan Army.

We have Cohesion and we have to take care of that Cohesion, we have to strengthen it, because the enemy remains the same, the very same one General José Dolores Estrada faced when the invading Yankees wanted to take over Nicaragua forever; the very same one that General Sandino fought against.

That enemy, in fact, is always out there looking for ways to dominate and subordinate the Peoples of Latin America and the Caribbean, the Peoples of the World. But we are living through a stage in which that enemy, no matter how much Military Power it has, no matter how much Economic Power it has, has been weakened, has been discredited, is getting worn out.

For in the meantime, other Forces have been growing, and among these forces, the People's Republic of China stands out, the result of a Revolution, a Revolution led by Mao Tse Tung. A people who had to fight battles against occupiers who were allied with the Nazis, and whom they managed to defeat.

There too is Russia, a Russia that has managed to develop, sustain itself, fight for its sovereignty, as it has been doing, and where there are threats of yet more wars. However, on the other hand, there are the approaches and Peace Proposals of Russia itself and of the Chinese Republic.

And to this one can add developing countries as well as other developed Countries, which are already forming a front of struggle clearly stating that another World is possible, and not only stating it, but building a New World, one that is being formed by Countries seeking Peace, seeking the Well-being of Peoples.

And in that regard the People's Republic of China is subject to provocations; but the People's Republic of China, faced by provocations, well, does not give way in the face of those provocations, but knows how to establish its positions and defend its positions.

Meanwhile, it continues to develop its economy and trade in the world. Today it is the world’s leading commercial power, present on every Continent, in Asia, in Africa, in Latin America, it is present there, and naturally it is present in Nicaragua. And we see how it is an unconditional relationship, a respectful relationship, a relationship where they seek to contribute to the Well-being, the fight against Poverty among the less developed Peoples of the World.

And here in a very short time we have seen the fruits of that Cooperation, of that Solidarity, thanks to Housing Programs, to Transportation Programs, to Programs for development, investing in our Country and generating employment, generating work.

And now, well, a big surprise is now on its way, approaching Nicaragua, the ship "Ark of the Silk Road”, that is the name of the ship: “Ark of the Silk Road”.

Because China proposed the Silk Road and the Silk Road has been opening there; that is to say, the Road of Peace, for Trade, for the Well-being of Peoples, for the Development of Peoples. And here too the Silk Road makes its way, even passing through Countries that have no other option, even those that do not agree that the People's Republic of China is the World’s leading Power in the World for its economic strength, for its strength in Trade and Technology and so on.

And after all, how many young people from Nicaragua have not already gone to the People's Republic of China to train, and certainly the Compañeras and Compañeros of our Ministry of Interior will go there to train.

That is to say, this ship is on its way and the Ship is coming here with neither cannons nor rockets, but coming with something much more powerful than cannons, or rockets or atomic weapons. It is coming full of Doctors to provide care for Nicaragua’s Families there on that ship, a huge ship, where they're going to be giving consultations right there.

It is going to moor in Corinto, on Monday the 10th it will already be in Corinto, and it will be there to give Health to Nicaragua’s Families, with all the Technology, all the Knowledge, all the development China is placing at the disposal of Nicaragua’s Families. It is a Ship of Peace, a Ship of Life.

And at this moment, beloved Ambassador, we say to President Xi Jinping, to the Party, to the People of China, that we thank you for this visit of the Ship of Life.

Nicaragua welcomes this Ship, the Ship of Life!

And we must continue developing all the programs that we are working on where Unity and Cohesion in all our Institutions is always fundamental; Unity, Cohesion, throughout the State; Unity, Cohesion, in all the Neighborhoods; Unity, Cohesion, in all the rural areas, in all the Municipalities, among all the Nicaraguan People. Why? So as to keep building more homes. Why? So that our rural population can continuing producing food and so that this production grows, as it ha done.

Why? So can continue building Hospitals, continue building Schools, continue bringing these Benefits to our Youth, to our People, for free. Here, neither Health, nor Education, which are provided to the Population, are charged for, no one pays, they are completely free, by law they are free.

To continue in these programs as we have often pointed out, we have to eradicate Extreme Poverty in Nicaragua and to do so, Unity is fundamental, and for Unity Peace is fundamental. With the Strength of Unity we can guarantee Peace, as we are indeed guaranteeing it.

And by guaranteeing Peace, we can guarantee the Projects and Programs that are lifting people out of Extreme Poverty, lifting our Families out of Extreme Poverty, guaranteeing medical care from first rate Hospitals, such as those that the Sandinista Youth have recently handed over in León and Ocotal, where immediately Families can arrive there to receive first-rate medical care.

So, we can be sure that here in this Struggle for Peace, our Heroes and Martyrs will be present, Carlos will always be present. Today, on this Anniversary, Carlos, you are present, you are here with us and you continue to lead this Struggle, you continue to lead these Projects, these Programs, you continue to lead the Struggle for Life, the Struggle of the Nicaraguan People for Peace .
