SPEECH BY AMBASSADOR LUIS ALVARADO AT THE REGULAR SESSION
OF THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES, OAS, ON JUNE 23, 2021
Thank you very much, Mr. President.
1. The Government of Nicaragua rejects the presentation of the fallacious and illintentioned IACHR report on Nicaragua and condemns the manipulation and instrumentalization of this Organization, which is being used as a beachhead by the Government of the United States in its war of aggression against Nicaragua and its blatant interference in the Nicaraguan electoral process.
2. The Reports of the Inter-American Commission on Human Rights on Nicaragua have no credibility, no relevance, the Nicaraguan population already knows them very well and knows the interests that they represent. They know that they misrepresent the national reality and that they deliberately rely on biased views with the aim of minimizing the criminal actions committed against the Nicaraguan people by terrorist groups, mercenaries and traitors financed and directed by the United States government; seeking to break the constitutional order, affect peace and citizen security; and through their ties with foreign governments, aim to reissue the failed coup d'état, all within the framework of the Nicaraguan electoral process.
3. The double standards of cynicism and defamation are the political objectives pursued by the United States through the IACHR, which paradoxically, it finances and directs, but does not recognize any of the attributions of the Commission. The Convention therefore, does not apply to them because they are not a part of the Inter-American human rights system, because they have not ratified the American Convention.
4. We denounce the shameful behavior of this Commission and that of other human rights organizations, that act as mercenaries that serve and obey the directives of the Government of the United States and some European countries that finance their abuses, their use of double standards, slanders and lies against countries that do not abide by the Washington consensus.
5. This explains why all the reports presented by the Inter-American Commission and other human rights organizations, all of them being biased, deliberately omit and silence the acts of terrorism, murders, torture, kidnappings, rapes, robberies with intimidation, arson, extortion, and other forms of organized crime, in which all kinds of weapons, including weapons of war, were used by the so-called "peaceful protesters" from the more than 1,300 roadblocks of death, which paralyzed the country and prevented the free international movement of people and vehicles. All of this to the detriment of the Nicaraguan people and mainly of the most vulnerable sectors: women, children and the sick, as well as against members of the National Police, public officials and supporters of the Sandinista Party, abundant evidence of which has been presented by the State of Nicaragua, demonstrating that they used crime to generate violence.
6. That the IACHR dare not, in its capacity as an NGO and sounding board for the empire and its policies of aggression against Nicaragua, to which other countries of this Organization add their voices, seek to question our institutionality or the Independence, Legitimacy and Legality of the Legislative, Judicial and Electoral Branches of our country.
7. Nicaragua is not a protectorate or colony of any regional or extra-regional power, nor can the OAS or this Permanent Council attribute itself supranational powers, or seek to behave as Jury on the Sovereign Affairs that are of the exclusively concern of Nicaraguans.
8. The report presented by the Commission is part of the smear campaign against the Government of Nicaragua, the purpose of which is not to create awareness of the reality of the aggression and destabilization to which the Nicaraguan Government is subjected, which in full exercise of its national sovereignty applies its laws and its legal defense mechanisms in order to protect peace, security, sovereignty and integrity as a nation.
9. Make no mistake; the real Machiavellian objective of these non-credible and vilifying reports is to facilitate political condemnations and lynchings in the OAS, diplomatic pressures, and the implementation of unilateral measures that violate international law, as well as the purposes and principles of the United Nations, against the Nicaraguan people.
10. We condemn the practice of double standards implemented by the Inter-American Commission on Human Rights. Their biased actions are inadmissible and unacceptable to the Government of Nicaragua and this corrupt practice must be put to an end.
11. Nicaragua, as a country that loves peace and security, and will continue to advocate for the full respect of the principles of international law and the right of each nation to settle its internal affairs without diplomatic pressure or blackmail, or external interference of any kind.
