Comrade Chiefs of Police in the honorable condition of Retirement; Sisters and Brothers Police Officers; Sisters and Brothers Volunteer Policemen and Women, Dear Comrades; Nicaraguan people...

In the Month of September, Month of the Motherland, Month in which we ratify our Commitment in the Struggle for Peace, and to an Institution that by nature has been dedicated and is dedicated to protecting the Security of Citizens, Children, Adults, all the Nicaraguan Families, which is the National Police.

On its 42nd Anniversary of foundation, we have heard the Message of the Chief of the National Police, Brother Commissioner General Francisco Díaz. It is a summary that I made yesterday, a summary of what has been, is, and will continue to be the work of the National Police, for the benefit of the Nicaraguan Families.

Today, in the rain… but who has not walked in the rain on this Earth, in these Blessed Lands? From Children playing in the rain, at the risk of catching a flu, a cold, but hey, the rain causes joy. And on this afternoon, tonight, we greet the Comrades who have already been there in formation, who have endured the rain with all its rigor, that quickly formed lagoons here, and then, also in a matter of seconds, those puddles disappear.

We will see, how many times have I repeated this to them during this Parade… the copious presence of the rain. These Brothers and Sisters who honor the People, because they represent the People and defend the People and who will parade in a few minutes along this Avenue from Bolivar to Chávez.

And to speak of Bolivar and Chavez is to speak of Sandino, Sandino, Son of Bolivar, because Bolivar fought for the Unity of Our America. Not only did he fight for the Independence of our Peoples, but he said Independence, for us, means that we have to be strong and united. Bolivar said it more than 200 years ago and our Peoples continue to repeat it: We have to unite! We have to fight against Rulers who refuse Unity and who continue to be at the service of the Empire, seeking how to break the Unity of Latin American and Caribbean Countries.

Today there was a Preparatory Session for the Meeting of CELAC, which is the Community of Latin American and Caribbean States, which was made a reality. It was during a period of Dignity of the Leaders, that prevailed beyond their Ideologies, because there we achieved a confluence between Leaders of different Ideologies, but we understood that Latin American and Caribbean Unity had to be achieved, freeing us from tutelage, freeing us from the chains that the Yankee Empire has imposed on many Latin American and Caribbean Nations.

And to get to that Unity we had to go through critical moments. I remember well, we remembered it with our Brother Nicolás Maduro, how in that Meeting in Mexico, where finally the commitment to make this Community of Latin American and Caribbean States a reality, was going to be achieved, with the Presidents meeting Privately to make the final decision, already in agreement, and the President of Mexico, Felipe Calderón, had told us, well, what name do we give it? And everyone there wrote what name we would give to that Unity of Latin American and Caribbean States.

When we were at that decisive moment, the claw of the Empire appeared, and there thundering, provoking, insulting, attacking, that Puppet President, terrorist, drug trafficker, Álvaro Uribe Vélez, of Colombia, who has wanted to steal territory from Nicaragua and continues to launch attacks against the Ruling of the International Court of Justice that gave that Right to Nicaragua.

There at that time, Uribe, who was not representing the Will of the Colombian People, because the Colombian People are Heroic, Brave, Fighters and Lovers of Latin American and Caribbean Unity... Uribe, representing the interests of the Yankee who did not want that Unity, rose to insult, to clamor and provoke, even almost reaching to blows.

Raul was there and Chavez was there, and there Uribe thundered, looking for how the Meeting could be broken apart, the Meeting would be dissolved and the Community of Latin American and Caribbean States would not be constituted. We can never forget that this Unity has enemies, and the enemy is the Yankee who has lackeys in some countries, who do the work for the Yankees to keep our Region divided, disunited.

And now it turns out that in Mexico, in Mexico, the next CELAC Meeting will be held, and precisely today what happened? In a Preparatory Meeting that was held for CELAC, the Representative of Colombia once again, it had to be the Representative of Colombia, the Representative of that Narcoterrorist State… that Representative of Colombia launched against Venezuela, and said that Venezuela could not participate in that meeting, because President Nicolás Maduro, is not the President of Venezuela.

For them, the President of Venezuela is the "flunkey" that the Yankees have carried around from top to bottom, and that is recognized by only by a minority of nations of the world. Of the 190 countries in the world, there are 50 governments, many of them neither know nor recognize him, and then there have been a few, "lackey" governments, recognizing that "flunkey."

Immediately, Dignified Nations raised their voices against that attitude, against that position.

And on the other hand, the Yankees openly, while Venezuela makes efforts to achieve Peace in negotiations that have been taking place in Mexico, the Yankees want to "torpedo" those Meetings, and they are already, publicly, officially, threatening that Struggle for Peace, and threatening to impose more sanctions against the Bolivarian Republic of Venezuela.

We will see what attitude Colombia will take when the Meeting in Mexico takes place, the Meeting of the Community of Latin American and Caribbean States. We will see what attitude other Latin American governments are going to take. How many will act as "lackeys", as instruments of the Yankee Empire. How many are going to join that sell your Soul to the Empire habit, expressed by the Representative of the Colombian Government. How many. We'll see.

We hope that the Wisdom, the Dignity, the Strength of the Latin American and Caribbean Peoples, who are all for Unity, who are all for the recognition of all the Governments that are there, will prevail. Because CELAC is not there to decide who is President of each country.

We are not there to go to disqualify the presence of Colombia, regardless of the opinions we may have about the Colombian Government, that has attacked Nicaragua on countless occasions; nor to disqualify any Government, regardless of whether they are Narcoterrorist Governments, Governments that are accused of violating Human Rights in brutal ways, Governments that are accused of corruption. But hey, we don't get involved, those are internal problems that each country has to solve.

Governments that are accused of violating Human Rights, where citizens are murdered by the hundreds every day. We cannot go over there to say, this Government should not be here, because it is a Government that has not stopped crime, the murders of Students, Trade Union Leaders, Social Leaders, Environmental Leaders, Authorities... Yes, Authorities too! There, they assassinate Governors, they assassinate Mayors, they assassinate Candidates in those Countries. We already know which countries we are talking about, I do not mention them because I do not want to interfere in their problems, which must be solved by the Government of that country.

And some of these governments want to become "Judges", they want to judge us, our countries that have Dignity and that say NO to the threats of the Empire, we say NO to the aggressions of the Empire, countries that say to the United States of America: We want Peace! We want Stability, we want Security!

How can we not condemn, on the eve of this tragic date, September 11th, we condemn that brutal crime that was committed in the United States, where there were more than 2,000 dead, 2,000 people killed by terrorism.

But this should make the United States reconsider, make them realize that the pain of the American people at the time, is a pain that the Peoples of Our America have suffered, that the Nicaraguan people have suffered with thousands of deaths, more than 50,000 dead only at the time of the war that Reagan imposed on us. And let alone the Peoples of the World. Only the bomb they dropped on Hiroshima, in one swoop, 70,000 dead, plus those who died later as a result of radiation and of their wounds.

Let the United States reflect, that just as it hurts them and we share that pain and condemn that crime, they have to reflect and ask forgiveness for the crimes they have committed in the name of Democracy, throughout the World. May the United States ask for forgiveness and help build a World of Peace, a World of Unity, a World of Understanding, a World in which threats, aggressions and what they call Sanctions must cease, sanctions which are nothing more than crimes committed against the Peoples of Our America and the World.

Dear Sisters and Brothers, Dear Comrades, Dear Families of our Police, as we said yesterday: Honor and Glory to those who will be parading today! Honor and Glory to Our Sister and Brother Policemen and women whom are ensuring the Security of Nicaraguan Families in all parts of the country. In the most remote municipalities, in the middle of downpours, in the middle of floods, they are there providing care and Security, not only against criminal activity, but also taking care of Security in what are tasks of search and rescue that are done together with the Army, which are done with all the Agencies in charge of attending to these type of emergencies.

To all of them, to the Policemen and women who are serving in different parts of the country, well, they are also here participating in this Parade, in Tribute to the National Police, which is a Tribute that the National Police pays to the People of Nicaragua.

Long live the National Police
on its 42
nd Anniversary!

Sandino Lives, the Struggle Goes On!

Free Motherland or Death!

And Long Live Nicaragua, Blessed and Always Free, Thank God!
