INTERVENCIÓN DE LA DELEGACIÓN DE LA REPÚBLICA BOLIVARIANA DE VENEZUELA
DURANTE LA REUNIÓN INFORMATIVA DEL CONSEJO DE SEGURIDAD
SOBRE EL TEMA INTITULADO “COOPERACIÓN ENTRE LAS NACIONES UNIDAS Y ORGANIZACIONES REGIONALES
EN EL MANTENIMIENTO DE LA PAZ Y LA SEGURIDAD INTERNACIONALES: LA SITUACIÓN EN LA REPÚBLICA DE NICARAGUA”
Nueva York, 05 de septiembre de 2018
Señora Presidenta,
Veamos algunos hechos:

STATEMENT DELIVERED BY THE DELEGATION OF THE BOLIVARIAN REPUBLIC OF VENEZUELA
DURING THE BRIEFING OF THE SECURITY COUNCIL OF THE UNITED NATIONS ON AGENDA ITEM
ENTITLED “COOPERATION BETWEEN THE UNITED NATIONS AND REGIONAL AND SUBREGIONAL ORGANIZATIONS
IN MAINTAINING INTERNATIONAL PEACE AND SECURITY: THE SITUATION IN THE REPUBLIC OF NICARAGUA”
New York, 05 September 2018
Madame President,
1. The Bolivarian Republic of Venezuela has requested to participate in this Security Council briefing as a responsible member of the international community with an unwavering commitment with maintaining our region of Latin American and the Caribbean as a Zone of Peace, as proclaimed by the Heads of State and Government of the Community of Latin American and Caribbean States (CELAC), in 2014.
Madame President,
2. At the outset, allow us to refer to the procedures and, in so doing, we express our rejection of the abuse of issues that are already part of the agenda of the UN Security Council, as the one being used today, to force the consideration of the internal affairs of sovereign countries by this body. This constitutes a flagrant violation of mandate of the UN Security Council and of the Charter of the United Nations, while setting a dangerous precedent, which ratifies, once again, the arbitrary nature of this Presidency.
3. Moreover, our delegation also condemns the continuous appropriation of matters by this Security Council, even when the issue under discussion, as it is the case today, in no way poses a threat neither to regional nor to international peace and security. Therefore, we stress that the consideration of the situation in Nicaragua falls outside the mandate of this body, according to the competencies that were clearly entrusted in it by virtue of the Charter of the United Nations.
Madame President,
4. The Bolivarian Republic of Venezuela welcomes the social peace and stability enjoyed today by the brotherly Nicaraguan people, after being subjected, during almost four months, to a wave of terrorist violence promoted, organized, and financed by external factors, with the purpose of overthrowing the legitimate, constitutional, and democratically-elected Government of that country.
5. Nevertheless, we alert that the external aggression is still underway, including through the interventionist initiatives intended to be imposed by the Organization of American States (OAS), an entity that, as stated in the U.S. Department of State Budget Act for the 2018 Fiscal Year, responds to the strategic interests of said country. Hence, the Secretary-General of that regional forum is nothing more than a spokesperson to reflect those interests. This illustrates, once again, the blatant violation of the principle of sovereignty and of the right to self-determination of the peoples, which is undoubtedly enshrined in the Charter of this Organization, and which seems to be an obstacle to the desire for imperial domination of the different U.S. administrations.
6. We insist, as we always have, on the need to respect the norms of international law. The purposes and principles enshrined in the Charter of the United Nations must be upheld. The peaceful settlement of conflicts must be promoted and multilateralism must be preserved. Unilateralism is contrary to the safeguarding and construction of peace, to which the signatories of the Charter committed to. The people of Nicaragua has the wisdom and necessary tools, within the framework of their National Constitution, to settle, among themselves, without any kind of external interference, their internal affairs sovereignly decide their future.
Madame President,
7. The treatment given to Nicaragua is very similar to that given to Venezuela. Let us review some facts:
a. True or false that the U.S. officials threaten Member States of the OAS so these vote against Venezuela and Nicaragua at that regional forum?
b. True or false that the Secretary of State Mike Pompeo, while he was the Director of the CIA, said in July 2017, that he was working with the Governments of Colombia and Mexico to enable a transition in Venezuela?
c. True or false that the former Secretary of State Rex Tillerson said in August 2017 that he was creating the conditions for a change of Government in Venezuela?
d. True or false that in August 2017 President Donald Trump threatened Venezuela with a military intervention?
e. True or false that in August 2017 the Secretary of Treasure Steven Mnuchin said that the Government of the United States of America is doing, in the economic field, everything possible to hurt Venezuela?
f. True or false that in February 2018 former Secretary of State Rex Tillerson openly called for a military uprising in Venezuela?
g. True or false that in May 2018, you, Ambassador Nikki Haley, said that the time had come for President Maduro to leave, and then reiterated this in August 2018 during a visit to the border between Colombia and Venezuela?
h. True or false that in June 2018, in Brazil, Vice President Mike Pence said that the time had come to take stronger and additional actions to isolate Venezuela?
i. True or false that in July 2018, the USAID acknowledged that the U.S. Embassy in Caracas encourages the Venezuelan opposition?
j. True or false that in August 2018, the Press Secretary of the White House threatened Venezuela by saying that “all the options were on the table”?
k. True or false that in August 2018, Senator Marco Rubio declared, after a meeting with the National Security Adviser John Bolton on Venezuela, that the time had come for a military intervention?
l. True or false that in September 2018, the U.S. representative to the OAS threatened the integrity of President Nicolás Maduro if he attended the high-level segment to take place in the upcoming weeks in the General Assembly of this Organization?
m. True or false that in September 2018 the U.S. representative to the OAS promoted the military attack of Brazil, Chile, Colombia, and Peru against Venezuela, saying that the causes would be an alleged military clash in the borders of Brazil and Colombia with Venezuela?
n. True or false that in September 2018 the U.S. representative to the OAS called the countries of the Caribbean “corrupt” because they did not join the U.S. campaign of aggression against Venezuela?
8. So, we now ask the honorable members of this Security Council: who is the real aggressor? Nicaragua? Venezuela? We are talking about proven facts, not “fake news”, as this administration likes to call the evidence.
Madam President,
9. The Bolivarian Republic of Venezuela reiterates its rejection of the misuse of the Security Council by some countries using the humanitarian argument to foster their change of regime policy that has caused so much harm to the peoples of Africa and the Middle East, which in turn has fostered an unprecedented humanitarian crisis that f xenophobia in the countries that just yesterday applauded the western invasions of Iraq and Libya under probably false pretexts. Let us not get dragged along into the mud of history by one of the most obscurantist regimes of all time.
10. Lastly, as said in 1829 by the Liberator Simón Bolívar, to whom you referred in your statement, “the United States appears to be destined by Providence to plague America with misery in the name of liberty”. History has demonstrated how right his premonition was.
I thank you, Madame President.
