STATEMENT OF THE DELEGATION OF NICARAGUA AT THE ORDINARY SESSION
OF THE PERMANENT COUNCIL OF THE OAS ON SEPTEMBER 18, 2019
Thank you Madam President
The Government of the Republic of Nicaragua has been stating its position, both at the 49th Ordinary Session of General Assembly of the OAS, and at the Permanent Council session of August 28, 2019, in which it clearly expressed its rejection regarding the integration of a commission and any actions, including visits to Nicaragua, for considering that these constitute a violation of the nature and purposes of the principles of this Organization, whose first article states that “the Organization of American States does not have more powers than those expressly conferred by this Charter, none of the provisions authorize it to intervene in matters within the internal jurisdiction of the Member States.”
Nicaragua considers that the persistence of trying to impose dynamics and guidelines that are not requested nor authorized by the Government of Nicaragua, constitute unfriendly acts, and violation of the national sovereignty of the Nicaraguan State and must cease, since they are in violation of the principles of the Charter of the OAS and of the purposes and principles of the Charter of the United Nations.
Nicaragua reiterates that it does not recognize any working group or commission that has not been requested nor has the consent of the Government of Nicaragua, therefore, its existence does not generate any binding effect and is of absolute nullity to our country.
We express that we do not recognize any attempt by other Governments, or by that Organization, to self-award the right to guard and execute acts of interference against the Republic of Nicaragua.
The Government of Nicaragua reiterates that it will not authorize the entry of any Commission into Nicaraguan territory, which does not have the proper authorization of the free and sovereign State of the Republic of Nicaragua.
Thank you very much Madam President.
