Gobierno de Reconciliación y Unidad Nacional
Unida Nicaragua Triunfa

STATEMENT OF THE DELEGATION OF NICARAGUA AT THE EXTRAORDINARY SESSION OF THE PERMANENT COUNCIL OF THE OAS ON OCTOBER 2, 2019
Thank you Madam President.
The Government of the Republic of Nicaragua takes note regarding the Commemoration of the 60th Anniversary of the creation of the Inter-American Commission on Human Rights, and considers that this is a good occasion for the Organization to seriously reflect on the direction that the Commission has taken, and the visible shortcomings of its actions resulting in a serious and profound deterioration of the relations with OAS Member States.
This Commemoration also represents a good opportunity for the Organization to acquire its real and true functional autonomy, and cease to continue being instrumentalized by the political agendas set by some States, which are not signatories of the American Convention on Human Rights, nor have they recognized the competence of the Inter-American Court of Human Rights, but they are dedicated to destabilize other countries, covering up the serious Human Rights violations committed in their respective countries and regarding which, the Commission ignores and remains silent.
For the Government of Nicaragua, the partiality, subjectivity and double standards that the Inter-American Commission on Human Rights insist on using for the treatment of human rights in the region are inadmissible. Therefore, we invite the Commissioners to reflect on this crucial issue and to act impartially in order to stop once and for all the using of selective, discriminatory and politicized criteria in their Reports, stop bringing reports filled with lies to the OAS and adjust their performance to the mandate given by the States, in order to impartially contribute to the Promotion and protection of human rights in all the countries of the region, so that the Commission can have credibility.
As a nation that loves peace and security, we continue advancing in the restitution, promotion, respect and preservation of human rights in our country, in an integral manner, independently of the media campaigns and some NGO’s that for political and destabilizing purposes, and using fake news, seek to impose negative perceptions and visions about our country and our Government.
We have achieved and continue to accomplish new conquests in the economic, social and cultural sphere, impacting the current progress and human development of Nicaragua, and allowing us to reach higher living standards, under conditions of security and social peace, for the entire population, particularly the most vulnerable groups.
The State of Nicaragua has worked tirelessly to restore peace, order and stability throughout the country, that has allowed us to be recognized as the safest country in the region and to obtain significant economic achievements, allowing us to reduce overall poverty rates, positioning ourselves as the third fastest growing economy in Latin America.
In a society like ours, where different social sectors fully exercise freedom of expression, ideology, political and religious creed, it is to be expected that there are different points of view, approaches and/or divergent analyzes regarding the same event or law. Mindful of the above, the State of Nicaragua respects the points of view and opinions of everyone, however, we consider that like in every Democratic and Rule of Law State, the different sectors of society must respect the Constitutional order, laws and institutionality, in order to achieve goals that benefit the majority, who in the free exercise of universal suffrage, has chosen those who would represent their interests within the State.
Nicaragua has been recognized at national, regional and international levels, as the safest country in the Central American region and a reference in terms of security in Latin America. Also, we are the third least violent country in Latin America for the following reasons:
1. There are no drug cartels, crime cells, bases or clandestine roads for drug trafficking.
2. There are no maras or gangs.
3. The lowest average homicide rate in Central America; 7.5 per 100 thousand inhabitants.
4. We contribute to regional security, preventing drug entrance to the northern countries and the generation of higher rates of violence and social deterioration.
5. We contribute to the security of the southern countries of Nicaragua, preventing the transfer of violence from northern countries.
6. We have a highly efficient justice system in the fight against drug trafficking.
7. We protect and control our maritime, air and land spaces as part of the Sovereign Security to fight drug trafficking.
This reality has been recognized internationally by the 2019 Global Competitiveness Report of the World Economic Forum, which classifies Nicaragua as the safest country in the Central American region.
The 7.5 homicides rate per 100 inhabitants makes the largest country in Central America appear among the three countries in Latin America with the lowest rate in this crime indicator. That parameter represents four times less than the Central American average, and only 6.3% of those crimes are within the category of high hazard.
The Latinobarometer Corporation has recognized that crimes in Latin America have grown 360% in the last 20 years, while in Nicaragua, we have been able to sustainably reduce it. These high levels of citizen security are guaranteed by the different justice and public order institutions, whose model and efficiency has been recognized in different reports.
The State of Nicaragua is aware that the right path to strengthen democracy in our country is to work together against poverty, unemployment, violence, crime and citizen insecurity, therefore they will continue to be its fundamental priorities, with the objective of guaranteeing the promotion and enjoyment of all Nicaraguans.
Thank you Madam President.
