MESSAGE FROM THE GOVERNMENT
OF RECONCILIATION AND NATIONAL UNITY OF NICARAGUA
IN THE DEBATE OF THE UN SECURITY COUNCIL
ON THE DEFENSE OF THE UNITED NATIONS CHARTER
TO MAINTAIN PEACE AND INTERNATIONAL SECURITY
Compañero Denis Moncada Colindres
Minister of Foreign Affairs
January 9, 2020
New York
Mr. President,
1. Let me congratulate the Socialist Republic of Vietnam for having assumed the Presidency of the Security Council.
2. With much appreciation we extend our greetings to Comrade Pham Binh Minh, Deputy Prime Minister and Minister of Foreign Affairs of Vietnam. Likewise, we are grateful for the organizing of this meeting on the defense of the Charter of the United Nations.
3. We welcome the presence of the United Nations Secretary General, Mr. Antonio Guterres, Mr. Abdulqawi Yusuf, President of the International Court of Justice and Mrs. Mary Robinson, President of Elders, an independent group of world leaders working together for peace, justice and human rights.
4. Nicaragua associates itself with the declaration made by the Republic of Azerbaijan, on behalf of the Non-Aligned Movement.
5. This meeting represents a historic opportunity that allows us to reflect, reaffirm and defend the commitment of Member States to the validity of the purposes and principles of the Charter of the United Nations on the eve of the 75th anniversary of its foundation.
6. Recent world events confirm that we are on the edge of the critical limit of civilization, and that the longed-for peace between states and peoples is facing a dangerous spiraling insecurity of state terrorism, aggression against sovereignty and violations of International Law.
7. Today as yesterday, peace-loving peoples always reject the language of aggression and war; no State can attribute the Use or Threat of the Use of Force in International Relations. These Exceptional Policies that violate International Law do not help resolve conflicts peacefully; on the contrary, they worsen and stress the international situation.
Mr. President,
8. Our vocation of peace and respect for the sovereign equality of States and non-aggression, obliges us to resolve interstate disputes through the provisions of the Charter of the United Nations and International Law.
9. On several occasions Nicaragua has expressed its rejection and condemnation of illegal actions aimed at overthrowing democratic governments by force, breaking the Constitutional Order and leading to widespread violence, actions that are intended to carry out Coup d’états to overthrow Legitimate Governments, elected by Popular Will. This corroborates the provisions of the concept note prepared by the Presidency of the Council that affirms, that when the principles and purposes of the Charter are applied, humanity and Peace, have been benefited. Alternately, when the purposes are violated, they fall under serious risk.
10. Because we yearn for Peace and believe in the prevention and resolution of disputes by peaceful and inclusive means, we reject aggressive interference policies, as well as the imposition of unilateral coercive economic measures and / or sanctions that violate International Law.
Mr. President,
11. We reiterate that Latin America and the Caribbean is a Zone of Peace, in which Nicaragua remains an important factor of Stability, Peace and Security. We have based and will continue to base our international relations on friendship, solidarity and reciprocity among peoples. We condemn state terrorism, the violation of the sovereignty of countries and International Law.
12. We recognize the principle of peaceful resolution of international disputes through the tools contained in International Law and the Charter of the United Nations. In this context, we attach particular importance to the International Court of Justice, which has our full confidence and whose work contributes to global security, by promoting the peaceful settlement of disputes.
13. The United Nations must fulfill its historical role of fostering respect, understanding, security, sovereignty and territorial integrity, working on equal footing, where multilateralism and the will of all prevail.
14. It is essential to promote a Culture of Peace, rejecting aggressive, warmongering policies, conflict and confrontation, reaffirming the validity of the Charter of the United Nations, which has helped save the world from another world war.
Mr. President,
15. We express our concern and consternation in the face of recent events that violate the sovereignty and territorial integrity of the States, selectively murdering leaders of member countries of this Organization. These illegal and unjustifiable acts deepen the very serious situation that Peace and security in the World is facing.
16. Nicaragua invites the International Community, to fulfill the aspirations we established 75 years ago, to work together in solidarity, cooperation and with respect for the Charter of the United Nations, to eradicate Poverty and War, scourges that today constitute the greatest obstacles to ensure International Peace, Development and Security, which is why our Organization was founded 75 years ago.
Mr. President,
17. As we begin this year 2020, we want to convey the message of our Government of Reconciliation and National Unity led by Comandante Daniel Ortega Saavedra and Compañera Vice President Rosario Murillo and I quote, “From our Always Blessed and Free Nicaragua, a Greetings full of Good Will we Work for a Reasonable Dialogue and a Peaceful and Better World, in every way, for all the Governments and Peoples of the World. Humanity deserves the greatest Efforts and Prayers, to live with Respect, Understanding, and Peace.”
Thank you very much, Mr. President
